Description:

The East Village Growth Cell Tax Increment Financing District (TIF) Housing Program helps property owners in the East Bluff neighborhood to make improvements to the outside of their homes. Homeowners and landlords can apply.

The EVGC TIF Housing Program is a 50/50 match grant program that gives between $1,000 to $15,000 of assistance to property owners of single-family homes.

New garages
New gutters
New porches, steps, or railings
Driveway and walkway (private property) improvements
Roof replacement
New siding or painting
New windows
New fence

Eligibility:

All applicants must meet all the following eligibility requirements:
Please note the sliding scale for the match percentage is based on income now rather than a straight 50-50.

-Property must be within the boundary of the East Village Growth Cell TIF: https://www.peoriagov.org/DocumentCenter/View/3246/East-Village-Growth-TIF-Program--Map-PDF?bidId=

-Must own the property
-Must have current homeowners insurance
-Must be at or below 120% of the area median income (AMI) by household size
-Cannot owe the City any outstanding debt
-Cannot have any outstanding code violations in yard or driveway
-Must be current on property taxes
-Landlords who apply cannot owe any money or have any code violations at any of their properties withing the City of Peoria
-HOUSEHOLD EARNINGS UP TO 80% OF THE AREA MEDIAN INCOME (AMI) WITH OWNERS AGED 55 OR OLDER - No match required (Up to $30,000) and must live in the home for three years.
-HOUSEHOLDS EARNING UP TO 120% OF AMI - A 25% match is required for exterior projects, with match amount capped at $7,500 for a total project cost of up to $30,000, and must live in home for three tears.
-HOUSEHOLDS EARNING MORE THAN 120% AMI - A 50% match is required for external projects, with the match amount capped at $15,000 for a total project cost of up to $30,000.
- NO-OWNER-OCCUPIED HOMES - A 50% match is required for exterior projects, with the match amount capped at$15,000 for a total project cost of up to $30,000.
