Peoria County Animal Protection Services (PCAPS) demonstrates a successful partnership between governmental agencies and private organizations. The shelter is operated by the County of Peoria through agreements with the Peoria Humane Society and the Peoria County Veterinary Medical Association and remains the only animal shelter in Peoria County.

Intake Procedure
1. Visit the shelter between noon and 5 pm Monday through Saturday to see the pets available for adoption.
2. When you see an animal you're interested in, a staff member will get it out for you for a private visit.
3. All dogs, cats, and rabbits must be spayed or neutered. Most have the surgery before they go home. Some have to come back for surgery when they are old enough. The surgery is included in the adoption fee.
4. There is generally a 24-hour waiting period before you can pick up your new pet. This allows PCAPS to have the animal seen by the veterinarian and bathed before it goes home. Sometimes the waiting period is a day or two longer depending on the surgery schedule.
5. All family members should see and consent to the new pet before it goes home.
6. PCAPS requires landlord approval for the pet if you rent your home.
7. PCAPS asks that all new owners take their pets to their veterinarian within 7-10 days of adoption to ensure the animal is healthy and begin a relationship with their veterinarian.
8. All dogs and cats receive a microchip, a general de-wormer and initial vaccinations prior to release. New owners must follow through with rabies vaccine and registration at their own veterinarian.

PCAPS takes in stray animals found in Peoria County and has agreements with other counties to take in their stray animals. It also accepts reports of animal bites.

Peoria County Animal Protection Services (PCAPS) investigates reports of animal cruelty, neglect, or abuse.
What is neglect?
Law requires pet owners provide the basic necessities to prevent suffering for their animal companions. Animals must receive:
-Adequate food
-Continuous water
-Shelter and protection from the weather
-Medical care to prevent suffering
Other signs an animal may be suffering include matted hair, overgrown nails, constant confinement in a crate, locked in a car on a hot day, or injuries that are not treated.
What is cruelty?
PCAPS characterizes cruelty as intentional behavior meant to harm or kill an animal including participating in dog fights; hitting, beating, kicking, or abusing an animal; or any act that causes harm to a domestic animal.

Please report incidents of animal neglect, cruelty, or abuse to PCAPS immediately. Reports can be given anonymously. Simply call the shelter at 309-672-2440 (After hours, call 309-674-3131). If you see a cruel act occurring; call PCAPS, the Peoria Police Department, or Peoria County Sheriff immediately.
To investigate a complaint, PCAPS needs the address or location of the animal; a description of the animal; and details about the type of cruelty or neglect witnessed. PLEASE INDICATE IF THE SITUATION IS AN EMERGENCY.

PCAPS offers a few spay/neuter programs:
1. The Peoria Humane Society and the Peoria County Veterinary Medical Association sponsor a low-cost spay/neuter program for income-eligible pet owners who live in Peoria County . To receive assistance, you must meet income guidelines. If approved, a pet owner will pay $68 for the spay or neuter of their dog or cat, the rabies vaccination, and the rabies tag. Applications are accepted at PCAPS. For more information, call the shelter at (309)672-2440.
2. Free Pit Bull Spay/Neuter: Peoria County Animal Protection Services will spay or neuter the Pit Bull of any Peoria County resident for free through a special fund established by the Peoria County Board.
3. PCAPS can offer free spay surgeries to Peoria County residents with female cats who must relinquish a litter of kittens to the shelter.
